Bad weather has been repeatedly cited this year as the cause for everything from lackluster retail sales to stagnant job growth. In much of the country, 2013-14 has been the worst winter in terms of average temperature and snowfall in more than 30 years.

I realize that I will get no sympathy from readers in the upper Midwest, but even here in Dallas it�� been a brutal winter. Dallas lost so many trees in the last ice storm, you could be forgiven for assuming a tornado had touched ground.

But if we have to suffer through the cold, we might as well find ways to profit from it.

I chatted with Varney & Co.�� Stuart Varney this morning about stock picks that investors can make to take advantage of the terrible weather.

At the top of the list is natural gas. Natural gas futures enjoyed a bounce of about 50% in late January, as short-term supply bottlenecks caused prices to spike. We might see natural gas go sharply higher as the cold weather lingers.

    [W]e expect this slowdown to be short-lived and we look for consumer spending to rebound strongly in the coming months.

    "Given the strong gains in labor market activity, along with other indications of strengthening domestic growth momentum, we expect this slowdown to be short-lived and we look for consumer spending to rebound strongly in the coming months," said Millan Mulraine, deputy chief economist at TD Securities in New York. Economists had forecast sales, which account for a third of consumer spending, increasing 0.2 percent last month. The economy has experienced six consecutive months of job growth above 200,000. Layoffs and job openings are back to their pre-recession levels. Data on manufacturing and services sectors have suggested the economy was growing solidly. Still, the pause in retail sales could give the Federal Reserve ammunition to maintain its very easy monetary policy stance for a while. The U.S. central bank has kept its benchmark overnight interest rate near zero since December 2008. "It will provide Fed Chair Janet Yellen with some of the rationale she needs to justify why the Fed should move gradually and keep interest rates low for longer than hawks within the Fed would like," said Diane Swonk, chief economist at Mesirow Financial in Chicago. Separately, retailer Macy's (M) cut its full-year same-stores sales forecast after second-quarter sales fell short of expectations, another cloud over the retail sector. Macy's shares fell more than 5 percent, while shares of retailers Tiffany (TIF), Kohl's (KSS) and Nordstrom (JWN) also were down sharply. The S&P retail index was up at midday, but lagged the broader stock index, which was trading higher as tensions in Ukraine and Iraq eased. The dollar was little changed against a basket of currencies, while prices for U.S. government debt rose.     West Marine (Nasdaq: WMAR) is an undervalued retailer.  The company is going through a change in focus from a bricks and mortar boat product retailer to a fully integrated retail and wholesale business through bricks and clicks, targeting the boating and water enthusiast customer.   Recent results have been affected by a severe rainy and cool spring which hurt boat usage and delayed the start of the season.  The company has accelerated cash investments to build larger more productive stores and expand its ecommerce abilities, consequently affecting free cash flow short term.  The stock lacks sponsorship as there is only one research report written on the company by a small boutique firm.  The stock trades at only book value despite the company being the leading industry player with a solid balance sheet and significant net cash position.

    Retail stocks on the move: Sometimes the shoe really doesn't fit. DSW (DSW), a discount shoe outlet, lost more than a quarter of its market cap in early trading, as earnings came in at the lower end of expectations and same-store sales growth fell 3.7% from the year before.

    Big earnings movers: Tiffany & Co. (NYSE: TIF) reported better-than-expected earnings and revenues and raised its guidance slightly, but even posting a new 52-week high early could hold the stock from dropping about 1.3% today. Brown Shoe Co. Inc. (NYSE: BWS) also posted good earnings, but followed with slightly lower EPS guidance and the stock lost about 9%, trading around $21.60 in a 52-week range of $13.68 to $24.78. Another footwear maker, DSW Inc. (NYSE: DSW) put up good results and raised its guidance as well, sending shares up more than 9% to a new 52-week high of $88.73 in the mid-morning.

    DSW Inc.(DSW) said Tuesday that it is entering the Canadian market by buying a stake in Canadian footwear retailer Town Shoes Ltd.     Before the opening bell on Tuesday morning, DSW Inc. (DSW) reported its fourth quarter earnings and announced a raise to its quarterly dividend.

    DSW’s Earnings in Brief

    DSW’s Q4 period from fiscal 2012 contained 14 weeks, so it does not necessarily compare to fiscal 2013′s Q4′s 13-week period; however, when adjusting for the extra week, DSW’s sales for the comparable 13-week period are flat year over year at $572 million. Net income for the quarter came in at $28.1 million, or 30 cents per share, but on an adjusted basis, the figure comes in at $28.8 million, or 31 cents per share. DSW managed to beat EPS estimates of 29 cents, but came in below revenue views of $590.23 million. For FY2014, DSW sees its EPS in the range of $1.80 to $1.95, which is in-line with analysts’ views of $1.86.

    CEO Commentary

    DSW’s�president and CEO, Mike MacDonald, made the following comments: “We marked our fifth consecutive year of double digit earnings growth in 2013, with Adjusted earnings per share of $1.88 compared to the prior year’s results of $1.67.� Effective inventory management and our new systems enabled us to expand full year merchandise margin to 45.1%, which is just 10 bps shy of our record margin in 2011. We were also able to improve on our SG&A rate by 80 bps to 20.4%, which led to our highest ever operating margin of 11.7%.�We have updated our store build out potential for full size units to a range of 500 to 550 stores …”

    DSW Raises Dividend by 50%

    DSW’s board of directors increased the company’s quarterly dividend payout to 12.75 cents to 18.75 cents, making for an annualized payout of 75 cents.�The dividend will be paid on April�15 to all shareholders on record as of April�4.

    Calling all cash flows
    When you are trying to buy the market's best stocks, it's worth checking up on your companies' free cash flow once a quarter or so, to see whether it bears any relationship to the net income in the headlines. That's what we do with this series. Today, we're checking in on Citi Trends (Nasdaq: CTRN  ) , whose recent revenue and earnings are plotted below.
