Genworth Financial Inc (GNW): Why Capital Return Could Resume Sooner Than Expected?

A key catalyst for the shares of Genworth Financial Inc (NYSE:GNW) is the timing of any resumption of capital return. Genworth has not commenced capital management through share buybacks or common stock dividend payments since the onset of the financial crisis.

Richmond, Virginia-based Genworth offers services such as life insurance, long term care insurance, and mortgage insurance. Any resumption of one or both of these capital management strategies would be a clear positive catalyst for the stock, which gained 77 percent in the last year, and 19 percent in the last month.

Moreover, the company is positioned to consider a modest resumption of capital return in 2014, with more aggressive actions in 2015, and significant above-peer growth in 2015 driven by improvements in U.S. Mortgage Insurance and Long-Term Care.

The company could get additional capital in the following ways, which may be used for dividends and share repurchases.

In the past, management has indicated it would like to build unassigned surplus in its U.S. Life subsidiary to roughly $500 million. The company's fiscal 2013 statutory results indicate year-end unassigned surplus of $440 million.

UBS analyst Suneet Kamath said to the extent this trend continues, the implications could be sooner than expected achievement of the $500 million unassigned surplus target, and by extension, a higher ordinary dividend from its U.S. life insurance subsidiaries in 2014 relative to guidance of $175 million - $225 million.

Meanwhile, reduction in leverage could occur sooner than expected. Genworth's current debt leverage ratio is 26.8 percent, above the company's 2016 target of 20-22 percent. Reviewing the company's debt maturity schedule, it is likely that it will aim to call the $300 million of debt maturing in 2016, which has an annual coupon of 8.625 percent, as soon as it can.

Kamath feels that Genworth could redeem this debt without utilization of any potential proceeds from business unit sales.

Improvement in interest coverage could also beat expectations. Genworth's current interest coverage ratio is 3.9x, which could improve to about 4.3x pro forma for the repayment of the $485 million of debt maturing this year.

On the company's fourth quarter earnings call, management highlighted a 2016 target of 6x. Assuming Genworth is able to execute an early redemption of the $300 million of debt maturing in 2016 using excess holding company cash later this year, its pro forma coverage ratio could increase to 5.0x at the end of 2014.

While still below the 6x target, GNW has stated a 5-7x statistic would be consistent with levels required for a "one-notch" ratings upgrade. Clearly, one of management's goals is to achieve one-notch ratings upgrades for both its holding company and U.S. life insurance subsidiaries. At present, these ratings are Baa3 / BBB- and A3 / A-, respectively.

Kamath said the situation suggests that management is positioned to start discussing the timing of the resumption of capital return to shareholders with greater clarity and certainty by year-end 2014.

As such, Genworth could achieve its medium-term targets for leverage and interest coverage organically in 2014-2015, suggesting any proceeds from business unit sales could be used for other purposes, such as capital infusions in U.S. Mortgage Insurance, if needed, or capital return to shareholders.

While GNW is focused on a ratings upgrade, management argued at a recent meeting that it potentially could begin returning capital to shareholders before achieving an upgrade.

However, for this to occur, the company should show progress towards improving its capital profile, run the proposed capital return by the rating agencies and potentially be placed on review for an upgrade.

Kamath said, based on 2013 finalized statutory results and projections for near-term statistics related to leverage and interest coverage, the company is well positioned to meet internal targets for both by 2015-end.

As such, Genworth's capital returns could be sooner-than-expected, and every $250 million in share buybacks could add 4 percent to 2015 EPS growth and at least 1 percent to 2015 book value per share growth.

Expanding the Roth IRA Opportunity

Roth IRAs remain one of the most neglected tax and financial planning opportunities. Even many of those who convert their traditional IRAs to Roths don't take advantage of all the strategies available to maximize tax-free wealth.

It's understandable that people are slow to convert their traditional IRAs to Roths. There are many factors to evaluate to determine whether converting is the right move. I've discussed these factors in past issues of Retirement Watch and in my books, Personal Finance for Seniors for Dummies and The New Rules of Retirement.

Many people don't do the analysis and don't want to pay an advisor to do it. Too many prefer the basic "gut check," rules of thumb, or simple, intuitive analysis, the approach criticized in Daniel Kahneman's book, Thinking Fast, And Slow.

To streamline the analysis, consider using the formula offered by William Baldwin of Forbes. Baldwin says to multiply your portfolio's estimated rate of return by the tax rate on your portfolio and then by the number of years that will pass before you withdraw money from your converted IRA. He calls it RTN. You shouldn't convert if you expect your ordinary income tax rate to decline by more than the result of that formula from working years to retirement. Otherwise, conversion probably is a good idea.

Suppose you expect to earn 6% a year and pay a 20% tax rate for 15 years. Multiplied together, your RTN is about 18%. If you think your ordinary tax rate will decline by more than 18% in retirement from your pre-retirement rate, then you might not want to convert.

Converting to a Roth is almost a no-brainer in at least one situation. When you plan to leave all or most of your traditional IRA to heirs and use it only as emergency cash during your lifetime, conversion is a good idea. Your beneficiary will have a steady stream of lifetime tax-free income. You'll also increase the after-tax value ! of that inheritance by paying the taxes on the conversion. If your heirs inherited a traditional IRA they'd pay ordinary income taxes on all their distributions. By paying the taxes on the conversion you're essentially making a tax-free gift of all the future income taxes they would pay.

Paying taxes earlier instead of later, as required by an IRA conversion, goes against the instincts and learning of most people. But in many cases its pays off.

Once converting to a Roth IRA is deemed to be a good idea, you can make it even better by considering several strategies.

Regularly re-evaluate the decision. Many people who consider IRA conversions undertake the analysis once. After that, if conversion didn't seem a good idea, they don't reconsider.

That's too bad, because things change. Your income might decline. Or you might have a large business loss or other deduction to offset all or part of the converted amount. If a conversion isn't for you, try to figure out why. Then, when there's a specific change in circumstances you'll know if it makes sense to review the decision.

Those who decided to convert also need to review their decision, which we discuss later.

Consider how it affects other taxes. The converted amount is included in your gross income. It will increase your adjusted gross income. That means it could increase taxes on Social Security benefits, increase your Medicare premiums in two years, reduce itemized deductions and personal exemptions, and have other effects. These are likely to be marginal, short-term effects. But you should know about them before the conversion and realize they will be additional costs of the conversion.

Don't forget RMDs. If you're over age 70½ and required to take annual distributions, don't forget to take an RMD from the traditional IRA in the year of the conversion. You are requir! ed to tak! e the RMD regardless of when during the year you convert the traditional IRA. Avoid being hit with the penalty and interest by taking your RMD before converting the IRA.

Prepay the conversion taxes. You're required to prepay your taxes during the year through withholding and estimated tax payments. If you don't prepay on time, you'll owe a penalty either with your tax return or that the IRS will assess after you file. To ensure you prepay the right amount, check IRS Publication 505 and the instructions to Form 1040-ES.

Combine with charitable strategies. When you're charitably inclined, that inclination could pay for your Roth conversion while generating a stream of income. A large gift to charity or a charitable trust likely will generate a tax deduction to offset the income included from the conversion. It's best to donate appreciated property most of the time, but cash contributions generate benefits, too.

For example, you could create a charitable remainder trust and donate appreciated mutual funds to it. The trust begins paying you an annual income and manages the investments. You receive a charitable contribution deduction for a portion of the donation's value. Perhaps the donation will be enough to make the Roth conversion tax-free. You also could create a charitable lead trust that will pay income to the charity for a period of years and then return the remaining principal to you or your heirs. We don't have space to provide all the details of these strategies here, but discuss them with your estate planner if they seem like good ideas.

Create multiple Roth IRA accounts. You can change your mind about a conversion. Changing back to a traditional IRA is known as a recharacterization. We'll discuss the details shortly, but one reason to recharacterize is that the IRA's value declined after the conversion. The conversion tax is based on the value of the converted amount on the day of the conversion. You still owe the same amount even if the IRA loses value.!

It! makes sense to set up a separate IRA for each different type of investment that you convert. (You're allowed an unlimited number of Roth IRA accounts.) When you convert into only one Roth IRA, then you recharacterize only if the entire IRA declines in value. You'll have paid taxes to convert some assets that lost value. But when each asset is converted into a separate Roth IRA, you can recharacterize any that decline and keep those that didn't. You can reconvert the others later.

When you convert into one Roth IRA, you can choose to recharacterize only a portion of it instead of all of it. But you can't recharacterize only the portion that declined in value. Instead, you use a formula from IRS regulations that effectively pro rates gains and losses in the total account between the recharacterization and the Roth IRA. It's more effective to convert initially each type of asset into a separate Roth IRA.

Here's a simple example.

Max Profits has $500,000 of equities and $500,000 of fixed income in his traditional IRA and converts all of it on January 30, 2014. His tax rate is 35%. On April 14, 2015, the stocks in the Roth IRA are valued at $300,000, and the bonds are valued at $600,000. Max wants to recharacterize an amount equal to the $300,000 value of the stocks.

Because Max converted the traditional IRA into one Roth IRA, under the formula in the IRS regulations the partial recharacterization of $300,000 would be treated as though he initially converted $666,666. He would owe a total tax on the conversion after recharacterization of $233,333 (as opposed to $350,000 on the initial conversion.)

But if Max had converted the stocks and bonds into separate Roth IRAs and then chose to recharacterize only the stocks Roth IRA, he would owe only taxes on convert-ing the bonds Roth IRA. The total tax would be $175,000. Then, he soon would be able to reconvert the stocks into another Roth IRA at their lower value.

You might have to first separate your traditional IR! A into di! fferent IRAs before the conversion in order to convert each asset into a separate Roth IRA.

Have a recharacterization strategy. The conversion of an IRA is one of the few strategies the tax law lets you change your mind about after the year ends. After a traditional IRA is converted, you can reverse that conversion (recharacterize) any time up until the tax return for the year of the conversion, including extensions, is due. That means for a conversion made in 2014 you have until Oct. 15, 2015, to change your mind.

But it's probably not a good idea to wait until the last minute to recharacterize. You want to keep in mind your option to reconvert the IRA again. I recommend timing your recharacterization so that you are allowed to reconvert a reasonable time afterward. The law allows a reconversion only after the later of 30 days and the next calendar year following the recharacterization.

If you wait until Oct. 15, 2015, to recharacterize, then you can't reconvert until January 1, 2016. But if you recharacterize on Dec. 31 2014, after first converting in 2014, then you can reconvert on January 31, 2015. The rule makes December of the year of the conversion the ideal time to recharacterize.

But you shouldn't ignore recharacterization opportunities before or after that. If a Roth IRA substantially declines in value before the recharacterization deadline, you should consider recharacterizing. Lock in the loss, reduce your tax bill on the conversion, and get set to reconvert in the future.

Once you convert, watch your converted IRAs. You don't want to recharacterize too quickly or after a value decline that is likely to be short-term or is small. But monitor the Roth IRAs' values and the reconversion rules. When an IRA's value is down a meaningful amount, consider recharacterizing. Try to time your recharacterization to maximize your reconversion opportunities. Ideally, events are timed so you can reconvert at the lower value, before the assets recover.

Consoli! date conv! erted Roth IRAs after the deadlines. Once the deadlines for recharacterization pass, there's no longer a reason for the Roth IRAs to be separate. You should consolidate the Roth IRAs so that management of them will be easier.

5 Best European Stocks To Buy Right Now

2013 is expected to be the third consecutive year of weak growth in global oil demand, according to the International Energy Agency's (IEA) April Oil Market Report, a summary of which was released today.

The IEA highlighted what it anticipates will be the sharpest drop in European demand since 1985.

Worldwide, the IEA expects demand to increase by just 795,000 barrels per day (bpd) in 2013. Countries outside the Organisation for Economic Co-operation and Development are predicted to drive growth with an additional 1.28 million-bpd demand, but a 480,000-bpd drop in OECD consumption will offset almost 40% of that gain in demand. In Europe, demand is expected to drop by 340,000 bpd, the weakest level since 1985.

On the other side of demand, the IEA expects non-OPEC supplies to increase 1.1 million bpd, driven largely by renewed exports from South Sudan. Although the IEA's press release does not list 2013 expectations for OPEC oil supplies, it does note that March supplies dropped 140,000 bpd due to disruptions in Nigeria, Libya, and Iraq.

    AerCap (AER) provides aircraft leasing and aviation finance services. This stock closed up 3.3% at $18 in Wednesday's trading session.

    From a technical perspective, AER jumped higher here right above its 50-day moving average of $17.27 with above-average volume. This stock has been uptrending strong for the last five months, with shares moving higher from its low of $14.84 to its recent high of $18.16. During that uptrend, shares of AER have been making mostly higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of AER within range of triggering a near-term breakout trade. That trade will hit if AER manages to take out its 52-week high at $18.16 with high volume.

    Traders should now look for long-biased trades in AER as long as it's trending above its 50-day at $17.27 or above more near-term support at $17.17 and then once it sustains a move or close above its 52-week high at $18.16 with volume that's near or above 318,589 shares. If that breakout hits soon, then AER will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $20 to $23.

    More than two years ago, American International Group Inc. (NYSE: AIG) filed with the U.S. Securities and Exchange Commission for an initial public offering (IPO) in its aircraft leasing group, International Lease Finance Corp. (ILFC). That filing came to nothing, and AIG found little interest from buyers for ILFC, until Monday morning when it announced that AerCap Holdings N.V. Apple In Talks with Comcast for Streaming TV Service

Apple TV cinz/Flickr Apple (AAPL) is in talks with Comcast to enter into a deal for a streaming-television service that would allow Apple set-top boxes to bypass congestion on the Web, the Wall Street Journal reported, citing people familiar with the matter. The discussions are in early stages and there are a lot of hurdles to be crossed before a definitive agreement could be reached, the Journal said. Apple, which wants its TV service's traffic to be separated from public internet traffic over the "last mile" for faster transmission, is looking for special treatment from Comcast's (CMCSA) (CMCSK) cables to bypass congestion, the report said. Comcast and Apple declined to comment on the report. Apple has been in talks for a faster TV set-top box with Time Warner Cable (TWC), which recently agreed to be bought by Comcast. Apple's $99 TV box competes with similar streaming devices from Roku and Google (GOOG). Netflix agreed last month to pay Comcast for faster speeds, throwing open the possibility that more content companies will have to shell out for better service.

Treasurys post weekly gain as Crimea vote looms

NEW YORK (MarketWatch) — Treasury prices edged down Friday but posted a weekly advance as Ukraine worries have boosted safety plays.

The benchmark 10-year Treasury note (10_YEAR)  yield, which moves inversely to price, edged up 1 basis point to 2.655%. For the week, the yield is showing a drop of nearly 14 basis points.

The 30-year bond (30_YEAR)  yield was up nearly 1 basis point to 3.597%, while the 5-year note (5_YEAR) yield rose 1 basis point to 1.534%.

U.S. Secretary of State John Kerry met on Friday with Russian Foreign Minister Sergei Lavrov in London, as the clock ticks down on a Sunday referendum in Crimea, which will vote on whether to leave Ukraine and become part of Russia.

In comments after the meeting, Lavrov said Russia has the legal right to annex Crimea, while Kerry repeated that the referendum is illegal and the U.S. won't recognize the results.

"Everybody is waiting to see what happens in the Ukraine over the weekend," said Ian Lyngen, senior rates strategist at CRT Capital Group. He said the market was in "a bit of a holding pattern" on Friday. Read more: What Sunday's Crimea vote means for markets

Regarding the weekly gain for Treasury prices, Lyngen told MarketWatch that it was a "bullish retracement" of some of the weakness seen in the prior week, which featured a better-than-expected monthly jobs report. Last week, the 10-year note yield rose 13 basis points.

In U.S. economic news on Friday, the Labor Department said a producer-price index fell 0.1% in February, missing forecasts for a 0.2% increase and marking the first decline in three months. In addition, a gauge of consumer sentiment declined more than expected.

Beyond Ukraine worries, traders are awaiting next week's Federal Reserve meeting, which will be Janet Yellen's first as head of the central bank. Baird Very Cautious on Energy: Six Top Stocks to Buy Now

The S&P 500 has churned in a fairly tight band of being down 6% to up 2% during 2014 as investors continue to digest the ongoing tapering by the Federal Reserve, as well the many non-domestic issues that have surfaced during the first quarter. Despite very solid pricing for oil and natural gas, the energy sector is Neutral rated at most of the firms we cover at 24/7 Wall St., and there are not many bullish takes on 2014.

In a new research report from Baird, they are right in line with the Wall Street consensus on energy. Their work has lacked the strength from the favorite indicators they follow to shift to a more bullish position, but at the same time, other factors have kept them from abandoning the sector. One thing is for sure, they are cautioning against having large sector bets relative to the benchmark S&P 500. They have circled top names in the large cap arena that are solid portfolio additions.

Here are the six top energy names that are ranked Overweight at Baird now.

ConocoPhillips (NYSE: COP) is a name that draws a solid rating at Baird. The company has spent the past five years divesting assets, and although it is cash rich, but the company has dampened earnings and growth expectations. Continued strong pricing could bode well for the company. Investors are paid a very nice 4.1% dividend. The Thomson/First Call price target for the stock is $75.83. Conoco closed Thursday at $67.90.

EOG Resources Inc. (NYSE: EOG) is another top name at Baird. The company is fueling record oil and natural gas production that is revolutionizing the U.S. energy position. Its position in the three biggest tight oil plays makes it a huge player in the exploration and production field. EOG is the top producer in the Eagle Ford Shale, and it has solid positions in both the Bakken and Permian Basin. Investors are paid a tiny 0.5% dividend. The consensus price target for the stock is $202.91. EOG closed Thursday at $190.33.

Ensco PLC (NYSE: ESV) last year took delivery of ENSCO 121, the second of four ultra-premium harsh environment jackup rigs in its ENSCO 120 Series. ENSCO 121 is an enhanced version of Keppel’s proprietary KFELS Super A Class design. The rig has been contracted in the North Sea at a day rate of approximately $230,000. Shareholders are paid an outstanding 6.2% dividend. The consensus target is $55.53. Ensco closed Thursday at $50.32. Trading close to a 52-week low, with poor sentiment toward drillers, this may be an outstanding stock to buy now with such an outstanding dividend cushion.

Halliburton Co. (NYSE: HAL) is one of the top names across all the firms we cover on Wall Street. The company stands to benefit from continued robust levels of domestic drilling activity and a pick-up in international markets. Management believes the company can deliver earnings per share of $6 by 2016, double the level from 2012. Investors receive a 1.1% dividend. The consensus price estimate is posted at $65.17. Halliburton closed Thursday at $55.16.

Schlumberger Ltd. (NYSE: SLB) is a top mega cap oil field services stock rated as an Overweight at Baird. Strong offshore drilling activity combined with a seasonal rebound in western Canadian activity have driven Schlumberger’s recent growth. The company said it expects double-digit earnings growth for the rest of the year when it reported earnings recently. For 2014 and beyond, Schlumberger sees five markets providing strong growth: Russia, Sub-Saharan Africa, the Middle East, China and Australia. Shareholders are paid a 1.8% dividend. The consensus price target is $110.83. Schlumberger closed Thursday at $91.11.

Occidental Petroleum Corp. (NYSE: OXY) had a huge day when the company announced that it was spinning off its California assets into a separate company. Occidental has faced calls from Wall Street and activist investors to split its U.S. business from its international operations, with analysts valuing the assets between $19 billion and $22 billion. The fact that the company is not an integrated is seen as a huge positive. Without refining or midstream operations, independent exploration and production majors like Occidental will see the full benefit of rising oil prices in their future results. In an unlikely but not out of the question scenario, the company could also be a takeover target, but it would come with a very steep price tag. Investors receive a very solid 3.0% dividend. The consensus price objective is $107.20. Shares closed Thursday at $92.93.

Best Income Stocks To Invest In 2014

The Baird plan of action is pretty easy for investors to follow. Keep a smaller allocation of the sector, as they rate it Neutral, and only buy the top stocks that have the ability and the agility to continue to drive earnings. The ongoing argument on oil pricing draws shrill voices from both sides. The geopolitical issues in Russia and the Ukraine probably will keep volatility and pricing high, at least in the near term.

FactSet Research Systems Inc Q2 Earnings Rise; Misses Estimates (FDS)

Shares of financial research company FactSet Research Systems Inc. (FDS) were down on Tuesday morning after the company reported quarterly earnings below analysts’ views. 

FDS Earnings in Brief

FDS reported Q2 earnings of $52.43 million, or $1.22 per share, up from $44.54 million, or $1.00 per share, a year ago. Excluding special items, earnings were $52.43 million, or $1.22 per share,  up from $49.28 million, or $1.11, per share last year, but below analysts’ estimate of $1.21 per share. Revenue for the quarter rose to $226.93 million from $213.08 million last year. Analysts expected revenue of $226.36 million. Looking forward, FDS expects Q2 earnings to be between $1.24 and$1.26 per share, while analysts expect to see $1.26 per share. The company expects revenue to be between $229 million and $233 million, while analysts are estimating $228.70 million.

CEO Commentary

Chairman and CEO Philip Hadley commented: ”Our second quarter results reflect an improving buy-side client base, and include acquiring the remaining 40% interest in Matrix. I’m pleased to see that our net client growth in the past three months was the highest quarterly total since 2006 and buy-side users grew at a level we’ve not seen since 2004.”

FDS Dividend

FDS paid its last quarterly dividend of 35 cents on March 18. We expect the company to declare its next dividend sometime in May. It is likely that shareholders will see an increased dividend next quarter.

Stock Performance 

FactSet shares were down $2.54, or 2.43%, during pre-market trading Tuesday. The stock is down 4% YTD.

Inflation Trend and the Weather

With current food prices rising and the possibility of the return of El Nino looming, MoneyShow's Jim Jubak weighs the possible repercussions, and who's likely to feel the impact the worst.

Food commodity prices are soaring. The Federal Reserve may not care since the core inflation number it watches takes food and energy prices out of the calculation. But commodity traders do. And so does your wallet, I'll bet.

Ahead of today's meeting of the Federal Reserve's interest-rate-setting Open Market Committee, the Bureau of Labor Statistics yesterday, March 18, reported a miniscule 0.1% increase in the core inflation rate in February. On an annual basis, core inflation is up just 1.6%. That's well short of the Fed's 2.5% target. The very low rate of inflation is one more reason to think that the Fed will hold its course at today's meeting with another $10 billion reduction in what was once a program to buy $85 billion a month in Treasuries and mortgage-backed securities and a pledge to keep short-term rates at their current low 0%-0.25% range deep into 2015.

But for those of us who live in the real world—as opposed to the Fed's world, where energy and food prices don't count in calculating inflation—the inflation trend is a little ominous. Food prices climbed 0.5% in February, the fastest monthly increase since September 2011. Prices for meat, poultry, eggs, and fish climbed 1.2% in the month.

The price increases don't stop with those food items. Coffee prices are up 70% thanks to unseasonably dry weather in Brazil. An epidemic of pig virus has sent pork prices up 40%. Wheat is up on the crisis in the Ukraine and on extreme cold in the United States. Dairy prices are up on rising demand from China.

And current weather may not be the end of the problem. Last week, Australia's Bureau of Meteorology became the third major national weather forecaster to issue an alert for El Nino. This cyclical weather pattern results from a warming of ocean surface temperatures in the Pacific that triggers drought and floods in areas that can include the wheat growing regions of Australia, Canada, the United States, India, and Argentina. El Nino last developed in 2009 and the last strong pattern—in 1997-1998—caused billions of damage to US crops. A strong El Nino pattern could produce drought in 2015 that would drive down production of cocoa and palm oil in West Africa, Indonesia, and Malaysia, and reduce harvests of wheat, sugar, cotton, and rubber.

It's too early to be certain that the El Nino pattern will arrive this year and next or that it will be strong enough to have a major effect on the prices of food commodities.

But the current increases in food commodity prices have been enough to push net long positions among commodity traders to the highest level in four and a half years.

If those traders are right, and food commodity prices are headed much higher, it would be bad news for consumers and for consumer companies such as McDonald's (MCD) and PepsiCo (PEP) that have to pay higher prices.

And it would be good news for food commodity producers such as the Fonterra Dairy Cooperative Group ((AU:FSF) (NZ:FSF) in Sydney and Auckland, respectively), and for companies, such as Deere (DE), that sell equipment to farmers.

    Another stock that's starting to trend within range of triggering a major breakout trade is Vical (VICL), which engages in the research and development of biopharmaceutical products based on its DNA delivery technologies for the prevention and treatment of serious or life-threatening diseases. This stock has been hit hard by the sellers over the last six months, with shares off sharply by 65%.

    If you look at the chart for Vical, you'll notice that this stock has been trending sideways and consolidating over the last two months, with shares moving between $1.01 on the downside and $1.35 on the upside. Shares of VICL have started to uptrend over the last few weeks, with shares moving higher from its low of $1.01 to its recent high of $1.35 a share. During that move, shares of VICL have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now taken shares of VICL back above its 50-day moving average of $1.16 share and it's quickly pushing the stock within range of triggering a major breakout trade.

    Traders should now look for long-biased trades in VICL if it manages to break out above some near-term overhead resistance at $1.35 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action of 1.17 million shares. If that breakout hits soon, then VICL will set up to re-test or possibly take out its next major overhead resistance level at $1.53 a share to its gap-down day high of $1.61 a share. Any high-volume move above those levels will then give ! VICL a ch! ance to re-fill some of its previous gap-down-day zone from last August that started at $3.70 a share.

According to a new poll from Gallup:

Washington, D.C., had the highest Payroll to Population (P2P) rate in the country in 2013, at 55.7%. A cluster of states in the Northern Great Plains and Rocky Mountain regions — North Dakota, Nebraska, Minnesota, Wyoming, Iowa, Colorado, and South Dakota — all made the top 10. West Virginia (36.1%) had the lowest P2P rate of all the states.

According to the research firm:

Gallup’s P2P metric tracks the percentage of the adult population aged 18 and older that is employed full time for an employer for at least 30 hours per week.

The good ratio in areas that include North Dakota, South Dakota and Wyoming may be due to the surge of the energy industry in the states, which is due, in large part, to share deposits. The balance of top 10 states for Payroll to Population includes Alaska — another energy-rich state.

Sweet sorghum plants can be harvested in 90 to 140 days after sowing. Because sweet sorghum is an annual crop, multiple harvests or crop rotations may be possible during the season.

High Biomass Sorghum

High biomass sorghum is a type of sorghum, which is primarily developed for biomass yield. As such, high biomass sorghum is suited for the generation of renewable electric power and the creation of cellulosic biofuels. High biomass types are seed propagated, and requires less water and nitrogen fertilizer. As an annual crop, sorghum is harvested the year it is planted. This provides bioenergy facilities with a growing and flexible source of biomass, and a complementary feedstock to perennials, such as sugarcane or switchgrass. Switchgrass

Miscanthus

The Miscanthus genus includes several perennial species that has energy crops. The variety adopted in the United States and Europe, miscanthus x giganteus, is a sterile hybrid of M. sinensis and M. sacchariflorus. This miscanthus hybrid requires about the same water as corn, but up to two-thirds less nitrogen depending on crop management practices. As a perennial crop, miscanthus is not harvested for sale during the first year when the crop is being established. Ceres is also working on extending the region of adaptation.     Traders should now look for long-biased trades in CERE if it manages to break out above some near-term overhead resistance levels at $1.67 to $1.68 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 670,538 shares. If that breakout hits soon, then CERE will set up to re-test or possibly take out its next major overhead resistance levels at $2 to $2.50 a share. Shares of CERE could even tag $3 if this breakout triggers with strong volume.

    Traders can look to buy CERE off any weakness to anticipate that breakout and simply use a stop that sits right below $1.40 a share. One could also buy CERE off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

The Company operates and has a 100% working interest in the Bison assets, which provide carbon dioxide (CO2) treating services for the coal-bed methane gas gathered in the Powder River Basin. During the year ended December 31, 2011, Anadarko provided approximately 73% of the throughput at the Bison treating facility, and the remaining throughput was from one third-party producer. The Bison treating facility treats and compresses gas from the coal-bed methane wells in the Powder River Basin. The Bison Pipeline, operated by TransCanada, is connected directly to the facility, which is the only inlet into the pipeline. The Bison treating facility also has access to the Ft. Union and Thunder Creek pipelines.

The Company is the managing member of Chipeta, a limited liability company owned by the Partnership (51%), Ute Energy Midstream Holdings LLC (25%) and Anadarko (24%). The Chipeta complex includes a natural gas processing plant with two processing trains, the Natural Buttes plant, and a 100% Partnership-owned 17-mile natural gas liquid (NGL) pipeline connecting the Chipeta plant to a third-party pipeline. The 47-mile Clawson gathering system, located in Carbon and Emery Counties of Utah, to provide gathering services for Anadarko�� coal-bed methane development of the Ferron Coal play. The Clawson gathering system provides gathering, dehydration, compression and treating services for coal-bed methane gas. The Clawson gathering system includes one compressor station, with 6,310 horsepower, and a CO2 treating facility. During 2011, Anadarko is the shipper on the Clawson gathering system with approximately 97% of the total throughput delivered into the system, and the remaining throughput on the system was from one third-party producer. Clawson Springs Field has approximately 7,000 gross acres and produces primarily from the Ferron Coal play. The Clawson gathering s! ystem del! ivers into Questar Transportation Services Company�� pipeline. The Fort Union system is a 324-mile gathering system operating within the Powder River Basin of Wyoming, starting in west central Campbell County and terminating at the Medicine Bow treating plant. During 2011, Anadarko is the customer on the Granger system with approximately 54% of throughput, and the remaining throughput was primarily from five third-party shippers. The Granger system is supplied by the Moxa Arch, the Jonah field and the Pinedale anticline across, which Anadarko controls approximately 568,000 gross acres. The Granger gas gathering system has approximately 690 receipt points. The residue gas from the Granger system can be delivered to the pipelines, which includes CIG, Kern River and Mountain Gas Transportation, Inc (MGTI) pipelines through a connect with Rendezvous Pipeline Company, Northwest Pipeline Co (NWPL), Overthrust Pipeline OTTCO, a! nd Questa! r Gas Management Company (QGM).

The 67-mile Helper gathering system, located in Carbon County, Utah, built to provide gathering services for Anadarko�� coal-bed methane development of the Ferron Coal play. The Helper gathering system provides gathering, dehydration, compression and treating services for coal-bed methane gas. The Helper gathering system includes two compressor stations with a combined 14,075 horsepower and two CO2 treating facilities. Anadarko is the shipper on the Helper gathering system. The Helper Field and Cardinal Draw Fields are Anadarko-operated coal-bed methane developments on the south-western edge of the Uintah Basin that produce from the Ferron Coal play. The Helper Field covers approximately 19,000 acres as of December 31, 2011 and Cardinal Draw Field, which lies immediately to the east of Helper Field, also covers approximately 20,000 acres. The Helper gathering system delivers into the Questar Transportation Services Company�� pipeline. Questar provides transportation to regional markets in Wyoming, Colorado and Utah and also delivers into the Kern River Pipeline, which provides transportation to markets in the western United States, primarily California.

The 1,056-mile Hilight gathering system, located in Johnson, Campbell, Natrona and Converse Counties of Wyoming, built to provide low and high-pressure gathering services for the area�� conventional gas production and delivers to the Hilight plant for processing. The Hilight gathering system has 11 compressor stations with 32,263 combined horsepower. The Hilight system has a capacity of approximately 30 million cubic feet per day and utilizes a refrigeration process and provides for fractionation of the recovered NGL products into propane, butanes and natural gasoline. Gas gathered and processed through the Hilight system is from numerous third-party customers, with the nine producers providing approximately 75% of the system throughput during 2011. The Hilight gathering system serves the g! as gather! ing needs of several conventional producing fields in Johnson, Campbell, Natrona and Converse Counties. The Hilight plant delivers residue gas into its MIGC transmission line.

The MIGC system is a 256-mile interstate pipeline regulated by FERC and operating within the Powder River Basin of Wyoming. The MIGC system traverses the Powder River Basin from north to south, extending to Glenrock, Wyoming. The MIGC system is well positioned to provide transportation for the natural gas volumes received from various coal-bed methane gathering systems and conventional gas processing plants throughout the Powder River Basin. MIGC offers both forward-haul and backhaul transportation services and is certificated for 175 million cubic feet per day of firm transportation capacity. During 2011, Anadarko is the firm shipper on the MIGC system, with approximately 86% of throughput, with the remaining throughput from 11 third-party shippers. As of December 31, 2011, Anadarko has a working interest in over 1.7 million gross acres within the Powder River Basin. Anadarko�� gross acreage includes substantial undeveloped acreage positions in the expanding Big George coal play and the multiple seam coal fairway to the north of the Big George play. MIGC volumes are redelivered to the Glenrock, Wyoming Hub, which accesses the interstate pipelines, which includes CIG, Kinder Morgan Interstate Gas Transportation Company, Williston Basin Interstate Pipeline Company, and Wyoming Interstate Gas Company. Volumes are also delivered to Anadarko�� MGTC, Inc. (MGTC) intrastate pipeline, a Hinshaw pipeline that supplies local markets in Wyoming.

The 179-mile Newcastle gathering system, located in Weston and Niobrara Counties of Wyoming, was built to provide gathering services for conventional gas production in the area. The gathering system delivers into the Newcastle plant, which has gross capacity of approximately two million cubic feet per day. The plant utilizes a refrigeration process and provides for frac! tionation! of the recovered NGLs into propane and butane/gasoline mix products. The Newcastle facility is a joint venture among Black Hills Exploration and Production, Inc. (44.7%), John Paulson (5.3%) and the Partnership (50.0%). The Newcastle gathering system includes one compressor station with 560 horsepower. The Newcastle plant has an additional 2,100 horsepower for refrigeration and residue compression. Gas gathered and processed through the Newcastle system is from 12 third-party customers, with the four producers providing approximately 92% of the system throughput during 2011. The producer, Black Hills Exploration, provided approximately 62% of the throughput during 2011. The Newcastle gathering system and plant primarily service gas production from the Clareton and Finn-Shurley fields in Weston County. Propane products from the Newcastle plant are typically sold locally by truck, and the butane/gasoline mix products are transported to the Hilight plant for further fractionation. Residue gas from the Newcastle system is delivered into Anadarko�� MGTC pipeline for transport, distribution and sale.

The Platte Valley system, located in the Denver-Julesburg Basin, consists of a processing plant with current cryogenic capacity of 100 million cubic feet per day, two fractionation trains, a 1,099-mile natural gas gathering system and related equipment. The Platte Valley gathering system has 13 compressor stations with a combined 17,011 of operating horsepower. During 2011, approximately 8% of the Platte Valley system throughput was from Anadarko and the remaining throughput was from various third-party customers, the EnCana Corporation. There are 713 receipt points connected to the Platte Valley gathering system as of December 31, 2011. The system is connected to its Wattenberg gathering system. The Platte Valley system is primarily supplied by the Wattenberg field and covers portions of Adams, Arapahoe, Boulder, Broomfield, Denver, Elbert, and Weld Counties, Colorado. The Platte Valley system de! livers NG! Ls through the pipelines, which includes local markets, ONEOK Overland Pass Pipeline, and the Wattenberg Pipeline owned and operated by DCP Midstream (formerly the Buckeye Pipeline). In addition, the Platte Valley system can deliver to the CIG and Xcel Energy residue gas pipelines.

The Wattenberg gathering system is a 1,781-mile wet gas gathering system in the Denver-Julesburg Basin, north and east of Denver, Colorado, and includes six compressor stations and combined 72,579 of operating horsepower. The Fort Lupton processing plant has two trains with combined processing capacity of 105 million cubic feet per day. During 2011, Anadarko-operated production represented approximately 66% of system throughput. Approximately 29% of Wattenberg system throughput was from two third-party producers and the remaining throughput was from various third-party customers. There are 2,129 receipt points and over 5,900 wells connected to the gathering system as of December 31, 2011. The Wattenberg gathering system is primarily supplied by the Wattenberg field and covers portions of Adams, Arapahoe, Boulder, Broomfield and Weld counties. Anadarko controls approximately 762,000 gross acres in the Wattenberg field. Anadarko drilled 472 wells and completed 2,090 fracs at the Wattenberg field during 2011, and had identified 1,200 to 2,700 opportunities to increase production, including new well locations, re-fracs and recompletions. The Wattenberg gathering system has five delivery points, with the primary delivery points, which includes Anadarko�� Wattenberg processing plant, Fort Lupton processing plant, and Platte Valley processing plant.

The White Cliffs pipeline consists of a 526-mile crude oil pipeline that originates in Platteville, Colorado and terminates in Cushing, Oklahoma. It has an approximate capacity of 80,000 barrels per day. At the point of origin, it has a 100,000-barrel storage facility and a truck-loading facility with an additional 220,000 barrels of storage. The pipeline is a! joint ve! nture owned by SemCrude Pipeline LP (51%), Plains Pipeline LP (34%), Noble Energy, Inc. (5%) and the Partnership (10%). The White Cliffs pipeline has two throughput contracts with Anadarko and Noble Energy. During 2011, Anadarko was the shipper on the White Cliffs pipeline. The White Cliffs pipeline is supplied by production from the Denver-Julesburg Basin and is the only direct route from the Denver-Julesburg Basin to Cushing, Oklahoma. The White Cliffs pipeline delivery point is SemCrude�� storage facility in Cushing, Oklahoma, a major crude oil marketing center, which ultimately delivers to the mid-continent refineries.

Mid-Continent

The 1,953-mile Hugoton gathering system provides gathering service to the Hugoton field and is primarily located in Seward, Stevens, Grant and Morton Counties of Southwest Kansas and Texas County in Oklahoma. The Hugoton gathering system has 44 compressor stations with a combined 92,097 horsepower of compression. Anadarko is the customer on the Hugoton gathering system with approximately 76% of the system throughput, during 2011. During 2011, approximately 19% of the throughput on the Hugoton system was from one third-party shipper with the balance from various other third-party shippers. The Hugoton field is a natural gas fields in North America. The Hugoton gathering system is connected to DCP Midstream�� National Helium plant, which extracts NGLs and helium and delivers residue gas into the Panhandle Eastern pipeline. The system is also connected to the Satanta plant, which is owned by Pioneer Natural Resources Corporation (51%) and Anadarko (49%), for NGLs and helium processing and delivers residue gas into Kansas Gas Services and Southern Star pipeline.

East Texas

The 323-mile Dew gathering system is located in Anderson, Freestone, Leon and Robertson Counties of East Texas. The Dew gathering system has 10 compressor stations with a combined 36,175 horsepower of compression. Anadarko is the only shipper on the ! Dew gathe! ring system. As of December 31, 2011, Anadarko has approximately 833 producing wells in the Bossier play and controls approximately 122,000 gross acres in the area. The Dew gathering system has delivery points with Pinnacle Gas Treating LLC, which is the primary delivery point and is described in more detail below, and Kinder Morgan�� Tejas pipeline.

The Pinnacle gathering system includes the Partnership�� 266-mile Pinnacle gathering system and its Bethel treating plant. The Pinnacle system provides sour gas gathering and treating service in Anderson, Freestone, Leon, Limestone and Robertson Counties of East Texas. The Bethel treating plant, located in Anderson County, has total CO2 treating capacity of 502 million cubic feet per day and 20 long tons per day of sulfur treating capacity. During 2011, Anadarko was shipper on the Pinnacle gathering system with approximately 90% of system throughput and the remaining throughput on the system was from four third-party shippers. The Pinnacle gathering system provide gathering and treating services to the five-county area over, which it extends, including the Cotton Valley Lime formations, which contain concentrations of sulfur and CO2. The Pinnacle gathering system is connected to Atmos Texas pipeline, Enbridge Pipelines (East Texas) LP pipeline, Energy Transfer Fuels pipeline, Enterprise Texas Pipeline, LP�� pipeline, ETC Texas Pipeline, Ltd pipeline, and Kinder Morgan�� Tejas pipeline. These pipelines provide transportation to the Carthage, Waha and Houston Ship Channel market hubs in Texas.

West Texas

The 118-mile Haley gathering system provides gathering and dehydration services in Loving County, Texas and gathers a portion of Anadarko�� production from the Delaware Basin. During 2011, Anadarko�� production represented approximately 69% of the Haley gathering system�� throughput, and the remaining throughput is attributable to Anadarko�� partner in the Haley area. As of December 31, 2011, in the great! er Delawa! re basin, Anadarko has access to approximately 355,000 gross acres, is a portion of which is gathered by the Haley gathering system. The Haley gathering system has multiple delivery points. The primary delivery points are to the El Paso Natural Gas pipeline or the Enterprise GC, LP pipeline for delivery into Energy Transfer�� Oasis pipeline. It also delivers into Southern Union Energy Services��pipeline for further delivery into the Oasis pipeline. Memorial Production Partners LP incorporated on April 4, 2011, is a limited partnership formed by Memorial Resource to own, acquire and exploit oil natural gas properties in North America. The Company�� properties are located in South and East Texas and consist of mature, legacy onshore oil and natural gas reservoirs. The Partnership Properties consist of operated working interests in producing and undeveloped leasehold acreage and in identified producing wells in South and East Texas, and non-ope! rated working interests in producing and undeveloped leasehold acreage. As of December 31, 2012, approximately 58% of its estimated proved reserves and approximately 53% of its average daily net production were located in the East Texas/North Louisiana region. As of December 31, 2011, the Company owned a 100% working interest (an approximate 75% average net revenue interest) in its wells in the Black Warrior Basin, where the Company had 507 producing natural gas wells. The Black Warrior Basin is located in western Tuscaloosa County and Pickens County, Alabama, and encompasses a surface area of approximately 109 square miles. The field has been developed on 80-acre spacing. As of December 31, 2011, the Company was developing its properties in the field on both 40- and 80-acre spacing. The field has seven compressor stations with 800-1,200 horsepower compressors, approximately 170 miles of gas gathering lines (wells to header) and approximately 25 miles of trans! portation lines (header to compressor). Cherokee Basin

The Cherokee Basin is located in the Mid-Continent region in southern Kansas, northern Oklahoma, and western Missouri. It covers approximately 26,500 square miles. The production is natural gas produced from coals and shales. There are multiple producing coal zones in the Cherokee Basin, including the Rowe, Riverton, Weir-Pitt, and Dawson zones. In addition, there are other productive shale zones, as well as conventional sandstone and limestone potential, which can add natural gas and oil production.
